Prison Camp Release Records

A 2019 SCDC legislative-oversight attachment identified facility code 704, “Abbeville County Prison Camp,” as a placement where SCDC-designated inmates performed approved local public works. The 2025 South Carolina Jail Administrators Association directory does not list that camp separately, and the current county page names only Abbeville County Detention Center. Those facts establish historical use of the label and its absence from the current directory. They do not establish that the camp is operating now, and they do not prove a formal closure date.

An old record may describe discharge from a work assignment, return to another custodian, transfer, or release under a sentence. These events are not interchangeable. First identify who had legal custody. A county document may track local placement or transport, while SCDC may hold the sentence and state release record. If the person merely left the work site and returned to an institution, no custodial release occurred.

Confirm a Camp Release

There is no verified public roster, release feed, contact desk, street address, or current operating schedule for a separate Abbeville County Prison Camp. Search from the record outward. The date and identifier usually matter more than the old facility wording. The county detention center can help determine whether an archival county file uses the label, while SCDC can determine whether the person was in state custody.

1. Copy the facility wording exactly, along with the person's full name, date range, booking number, SID, or SCDC number.
2. Call Abbeville County Detention Center at 864-446-6200 and ask which county office holds records under that historical name.
3. Send a focused request through the Abbeville County FOIA channel for the existing custody, placement, transfer, or release record.
4. Check the court file for the sentence or commitment that identifies the legal custodian.
5. If SCDC custody is shown, use the current inmate search for present custody and the separate Released Inmate Search for a state-prison exit.

Ask for a receiving authority and exact event code. “Returned,” “transferred,” and “released” should retain their official meanings. The Abbeville County release search supplies the wider path when the old record leads to a current county, state, federal, or supervision system.

Abbeville Archival Contacts

The current local contact is the Abbeville County Detention Center, operated through the Sheriff's Office. It is not safe to assign that address to the historical camp as though it were the camp's verified site. Use it as a routing contact and describe the requested records by their historical label.

For a formal county request, direct it to the County Director at the Abbeville County Administrative Complex, 903 West Greenwood Street, Abbeville, SC 29620. Do not assume that a request handed to any department has reached the FOIA coordinator. State records have a separate SCDC channel, so identify the likely custodian before filing the same broad request with both offices.

Camp Record Fields to Request

A useful archival request asks for existing documents rather than an explanation created for the requester. Cite the record date and historical label. If a code or abbreviation appears, request an existing code list or legend. This preserves the agency's words and reduces the risk of turning a work placement into a false release claim.

Release time, authority, sentence status, and transfer destination should be requested only if those fields exist and are public. Allow redaction of exempt material. A booking photograph created by the county and an institutional image created by SCDC are separate records and may have different custodians.

County or SCDC Custody

The word “county” in the historical name does not settle legal custody. The 2019 material described SCDC-designated inmates used for approved local public works. If SCDC held the sentence, its systems are the main state-custody route. The SCDC current-search disclaimer says that tool covers people currently sentenced to and incarcerated in SCDC as of midnight the prior day. It excludes released people and county-detention sentences.

For a state release, use the SCDC Released Inmate Search. It requires a release-date range and county, then returns structured fields such as SCDC ID, name, release date, release type, and county. An Abbeville county filter is tied to SCDC's county data, often the committing county. It does not prove the person left through an Abbeville County jail door or the historical camp.

Placement

An assigned work or housing setting that may exist within a larger custody system.

Transfer

A change of custodian or location while custody continues.

Release

An exit from the specified custody under an identified authority.

Discharge

The end of the relevant correctional or supervision authority.

Three-Month Abbeville Access Rule

Abbeville Ordinance 2017-07 states that documents identifying people confined in a jail, detention center, or prison during the preceding three months are available for inspection and copying unless exempt. That rule can help with recent county-held records, but it is not an online archive and does not define how long every record must be retained. A historical camp record will usually be older, so use the ordinary written-request route.

South Carolina FOIA permits lawful redaction and reasonable actual-cost fees. The county can require a deposit and has determination and production time frames. Ask for electronic records, request an estimate, and set an advance-notice cost ceiling. Juvenile, sealed, expunged, medical, victim, security, and active-investigation data may be withheld. Ask for segregable public parts rather than insisting on an all-or-nothing response.

Historical Name, Current Directory

The contrast between the 2019 oversight attachment and 2025 directory is the distinctive Abbeville issue. It supports a careful archival page because older custody and release files may be indexed under a name that is absent from current facility lists. It does not support guessing that the camp was renamed, consolidated, or closed. County confirmation is needed for any present-tense claim.

When two sources differ across time, record both dates and source types. A legislative-oversight attachment can document a past program. A current association directory can show that the facility is not separately listed now. Neither alone supplies the missing administrative event. Ask the county whether records were transferred to the detention center, public works, county administration, or another archive.

Note: Absence from a current directory is evidence of nonlisting, not proof of a closure date or legal disposition.

What a Camp Exit Means

A true community release should have an authority, date, and custody endpoint. A return to SCDC, another county, federal authority, or ICE leaves the person in custody. Probation or parole can place a person in the community while sentence-related supervision continues. A court disposition may explain the legal basis but may not state when transport or physical exit occurred.

Build the chain in order: identify the old facility term, establish the legal custodian, obtain the exit code, identify any receiving agency, then check continuing supervision. Preserve official labels. If the chain ends at Abbeville County Detention Center, use the detention center release-record route. If it ends with SCDC, use the state released search and SCDC records office.
